Sixteen people were killed in an explosion and fire at a gunpowder and chemical plant in the western Russian province of Ryazan, the TASS news agency reported on Friday, citing a source.

The Ministry of Emergencies confirmed the death of 12 people in the accident, noting that four people are still missing.

TASS quoted its source as saying that the accident resulted from not following the correct technical procedures at the facility.

Pictures from the site released by the ministry showed firefighters standing next to a building that appeared to have been partially destroyed by the explosion.
