On Tuesday, the Council of Ministers held its session via video conference, chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz.

The Custodian of the Two Holy Mosques briefed the Cabinet on the content of the message he received from the Sultan of Oman, and it relates to the strong and solid brotherly relations that bind the two brotherly countries and peoples and ways to support and strengthen them in all fields.

It will present the content of the meetings and talks that took place between the Kingdom and a number of brotherly and friendly countries during the past few days, to enhance aspects of joint and multilateral cooperation at various levels, and work to intensify coordination on regional and international issues.

He touched on the Kingdom’s affirmation, in the meetings held within the framework of the Group of Twenty, of its interest in reforming the global economic system through the “Riyadh Initiative for the Future of the World Trade Organization” and continuing to support the group’s business to achieve strong, sustainable and balanced growth that creates a prosperous and promising future for the region and the world.

The Cabinet welcomed world leaders and heads of state and government, their representatives, and participants in the “Green Saudi Arabia” forum and the “Green Middle East Initiative” summit, which the Kingdom will host during the period from 23-25 ​​October, based on its pioneering role in preserving the climate.

The Council of Ministers discussed with the Honduran side a draft general agreement for cooperation between the Kingdom’s government and Honduras. It also discussed with the Vietnamese side a draft memorandum of understanding for cooperation in the television field between the Kingdom’s Radio and Television Corporation and Vietnamese Television.

The Cabinet approved the following:

First:

Authorizing His Highness the Minister of Foreign Affairs – or his representative – to discuss with the Honduran side a draft general agreement for cooperation between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Honduras, to sign it, and then submit the final signed copy, to complete the legal procedures.

Secondly:

Authorizing the Minister of Information, Chairman of the Board of Directors of the Radio and Television Authority – or his representative – to discuss with the Vietnamese side a draft memorandum of understanding for cooperation in the television field between the Radio and Television Authority in the Kingdom of Saudi Arabia and Vietnamese Television in the Socialist Republic of Vietnam, sign it, and then submit the final version Signed, to complete the statutory procedures.

Third:

Approval of a memorandum of understanding between the Communications and Information Technology Commission in the Kingdom of Saudi Arabia and the Communications and Postal Regulatory Authority in the Republic of Sudan in the field of communications, information technology and post.

Fourthly:

Adding a representative from the Ministry of Energy to the membership of the Real Estate Contributions Committee, which was formed by Cabinet Resolution No. (130) dated 7/5/1429 AH.

Fifth:

Amending Paragraph (2) of Article (35) of the Finance Companies Control Law, issued by Royal Decree No. (M/51) dated 8/13/1433 AH, to read as follows: “A penalty of a fine not exceeding the maximum of (2,000,000) two million riyals or at a rate of (10%) of the amount of financing exercised by the violator – whichever is greater – and with imprisonment for a period not exceeding two years, or with one of these two penalties, whoever violates any of the provisions of this Law and its Regulations, without prejudice to the provisions of Article ( the thirty-fourth) of this regulation.

Sixthly:

Appointing Eng. Khalil bin Ibrahim Al-Watban as a representative of the Ministry of Economy and Planning on the Board of Directors of the General Civil Aviation Authority.

Seventh:

Approving the two final accounts of the Saudi Industrial Development Fund for the previous two fiscal years.

Eighth:

Approval of the promotion of Muhammad bin Hassan Al-Osaimi to the position of (Regulatory Expert A) at the fifteenth rank in the Experts Authority in the Council of Ministers.

The Cabinet also reviewed a number of general topics on its agenda, including annual reports for the ministries of health, tourism, economy and planning. The Council has taken the necessary measures regarding these issues.
