The Education and Scientific Research Committee of the House of Representatives discussed, during its meeting today, headed by Dr. In the presence of Dr. Reda Hegazy, Deputy Minister of Education for Education Affairs, and Dr. Arabi Abu Zeid, Undersecretary of the Ministry of Education in Sohag.

Representative Mustafa Salem stressed that schools and educational administrations suffer from a blatant shortage of teachers and administrators, especially in Sohag Governorate, where the deficit has reached 6,000 teachers.

And Salem continued: “Despite the ministry’s announcement of registration on its platform for 120,000 teachers and the selection of 36,000 teachers, tests were taken for them at the highest level, they were selected, trained and distributed to the various educational departments and actually worked for 3 months from April to June 2019, then the pandemic came. Corona and their work has ended and they have not been renewed yet.”

He added, “We were surprised by the issuance of Ministerial Resolution No. 26 of 2021 to fill the deficit in the teaching staff in various disciplines by working in the quota system at 20 pounds per class, which is a violation of the minimum wage decision of 2,400 pounds, and then we found that the Directorate of Education in Sohag did not implement this. Also, because there is no financial provision for it, and it announced the acceptance of volunteer work, and this is a major disaster for the ministry and society, so how can a graduate work without getting paid, but rather spends from his personal account with a minimum of 500 pounds as monthly expenses.

He added, “In spite of this, the volunteers are not allowed to teach, but are only allowed to be a teacher’s assistant, which indicates the severe confusion in managing the file of the great deficit in the Ministry of Education and the lack of vision to solve the problem.”

Salem continued, asking: Did the Ministry of Education present the problem to the government to take permission to contract to solve the problem of the existing deficit, as happened from some other ministries, and they were approved?!! Only 36 thousand teachers, whose annual cost amounts to 1.3 billion pounds. The Minister of Finance, during the discussion of the budget 22/21 in the plenary session, expressed his willingness to cooperate with the Minister of Education to solve the problem??!!

MP Mustafa Salem demanded that the committee recommend that the Ministry of Education present the problem to the Council of Ministers and the Minister of Finance to provide the necessary funds to contract with 50,000 teachers, and said that he prefers to first use the 36,000 teachers previously contracted with, especially since there is great confusion in the progress of the educational process. Public now, and there are a number of our schools in Sohag that do not have teachers, staff or workers.

In response to what was raised by Deputy Mustafa Salem, Dr. Reda Hegazy, Deputy Minister of Education for Education Affairs, said that the ministry continued for two consecutive years to use the distance education system due to the global crisis of the Corona pandemic, and it was difficult for this situation to continue for a third year, and therefore It was necessary to go back to school.

Hegazy explained that the ministry absorbs an annual increase of between 800,000 to one million and 200 thousand students, and that this requires an annual increase in the number of teachers, up to 25,000 teachers annually. in teachers.

Hegazy announced that the current number of teachers’ deficit at the level of the Republic reached 323,675 teachers, and that the deficit includes all educational sectors, as the number of deficits in the services and activities sector reached 163,008 teachers, public education 126,518 and technical education 8837, while the deficit in the schools of the Decent Life Initiative reached 25,312 Work is underway to limit the shortage of manpower and administrative staff in the governorates.

Hegazy added that there is a detailed memorandum dealing with the dimensions of the problem sent by Dr. Tariq Shawky, Minister of Education to the Prime Minister and Minister of Finance, and awaiting approval to announce a competition soon, in which the request will be according to the actual needs of the number of teachers and the required disciplines.

With regard to volunteering to teach, the Deputy Minister of Education for Education Affairs clarified that it is optional and that the volunteer will become a teacher assistant and not a teacher, given that the teacher has sufficient experience for the educational process that the volunteer lacks.

Hegazy pointed out that the ministry has resorted to several measures to alleviate the crisis, including allowing graduates of faculties of education and other disciplines from the public service district and teaching in schools, as well as coordinating with faculties of education to allocate a day a week for its students to perform the final teams in teaching in schools to fill the deficit.

On the problem of the density of classes, Hegazy said that the ministry has taken several measures to reduce the density of classes, including dividing schools into two or three periods, and despite that, the complaint of the density of classes continues.

With regard to school expenses, Reda Hegazy said that the ministry announced the exemption of 14 categories of school fees, and even those who are not covered by the decision can submit a social research to be exempted from expenses, and a ministerial decision was issued yesterday to pay half of the expenses and receive books, explaining that only 10% is a total What has been collected from school expenses so far, while this percentage reached 30% in the school year preceding the Corona crisis, explaining that school expenses are used to spend on student activities, health insurance, student unions and others, and that the ministry bears 12 thousand pounds annually for the cost of each student in its schools and that it Finished downloading textbooks on the ministry’s website.

For his part, Arabi Abu Zeid, Undersecretary of the Ministry of Education in Sohag, confirmed that the deficit in Sohag district reaches 15,000 teachers if the activities deficit mechanism is added, noting that the number of volunteer applicants reached 1,800 volunteers to work as a teacher’s assistant who will be used in addition to those charged with performing public service, as well as students Sohag College of Education.

The Undersecretary of the Ministry of Education in Sohag added that the fund for financing teachers’ wages with the quota system through item 4/3 is now zero

The Education Committee recommended that the Ministry of Education should urgently provide the Education and Scientific Research Committee of the Council with a statement specifying the actual deficit numbers of teachers in all disciplines at the level of all its directorates, the Ministry’s vision to solve this problem and the financial cost required to solve the problem and fill the deficit in teachers.

The committee also recommended that the Ministry of Education provide the Council’s Education and Scientific Research Committee with photos of previous correspondences sent from the ministry to the Council of Ministers and the Ministry of Finance, and that the Ministry of Education present the problem to the Council of Ministers and address the Ministry of Finance to start taking the necessary executive measures to bridge the deficit.

Dr. Sami Hashem, Chairman of the Committee, concluded the meeting, stressing that the implementation of all these recommendations will be followed up by the sub-committee formed under the chairmanship of Dr. Magda Bakri, Undersecretary of the Education and Scientific Research Committee in the House of Representatives and Chairman of the Sub-Committee.
